Compassion and volunteerism save Pakistan’s most vulnerable




They call it the Lion River because on a dark night the noises it makes while passing through narrow gorges can easily be mistaken for the roars of an enraged lion. Originating as a small glacial spring in the Tibetan mountain, the Indus River passes through the Himalayan and Karakoram mountain ranges and gradually culminates in an enormous water body, fed by hundreds of powerful torrents.
Some people praise the regions surrounding the Indus River as a cradle of civilisations and a benefactor of the world’s oldest human settlements. However, the millions of people recently displaced by the lethal waves of the flooded Indus might feel otherwise. The massive flooding has caused devastation across the region, destroying more than 1.4 million acres of cropland and over one million homes. The result has been nothing short of one of the world’s largest natural disasters.

Pamirs provide an enchanting backdrop to learn about the Jamat in Tajikistan


Last summer, I worked as one of four interns in the offices of Focus Humanitarian Assistance (FOCUS) in Khorog, the capital of Tajikistan’s Gorno-Badakhshan Autonomous Oblast (GBAO). As an Ismaili of East African background, I had little knowledge of Central Asian culture or the Nasir Khusraw tradition of the Jamat. I saw my visit as an opportunity to experience the country and to open my eyes to an ancient culture that characterises the Ismaili community in the region.

FOCUS strengthens institutional relations at a humanitarian logistics conference in Georgia

As the world continues to face challenges that lead to man-made or natural disasters, the improvement of humanitarian logistics and ultimately the human condition is of greatest importance.




Representatives of various NGOs, the private sector, government, military, and academia came together for the 2010 Conference on Health and Humanitarian Logistics held between 4–5 March at the Georgia Institute of Technology in Atlanta. Experts from institutions such as the Centers for Disease Control and Prevention, the US Department of Homeland Security, the Clinton Foundation, USAID, the American Red Cross, and Focus Humanitarian Assistance (FOCUS) shared expertise on planning, preparing, and responding to disasters, recovery and mitigation, as well as addressing societal problems related to health and short and long term humanitarian response.

FOCUS recognised for its disaster response and relief efforts in the wake of hurricanes






At a Gala Dinner on 9 October, the South Asian Chamber of Commerce (SACC) of Houston, Texas honoured Focus Humanitarian Assistance (FOCUS) with the 2009 Outstanding Community Organization Award for their disaster response and relief efforts in the wake of Hurricanes Katrina, Gustav, Rita and Ike that affected the Southern United States.

Canadian Government honours FOCUS and the Ismaili Council for Canada

Each year, millions of people around the world are forced to flee their homelands to escape persecution, war or severe human rights abuses. Often, these people are permanently displaced and are never able to return home. Following the Soviet invasion of Afghanistan in 1979, and the subsequent civil war, millions of people sought refuge in neighbouring Central and South Asian countries. Many also found themselves fleeing to North America, Europe and other countries to find a safe haven and start a new life.
On Friday, 9 October 2009, Focus Humanitarian Assistance (FOCUS) and the Ismaili Council for Canada, together with a number of other organisations, were honoured for their work on refugee settlement at a ceremony in Toronto.
The occasion marked the 30th anniversary of the Private Sponsorship Program run by the Canadian Government, which has facilitated the admission of over 200 000 refugees to Canada, allowing them to build new lives for themselves.
In a letter presented by Judge Patricia Phenix to Gulam Juma, Coordinator of the FOCUS International Coordinating Committee and Mina Mawani, CEO of the Ismaili Council for Canada, the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, wrote:
“The work you undertake in supporting refugees is a voluntary act, motivated by compassion, caring, and desire to take an active role in protecting refugees… I would like to take this opportunity to extend my gratitude for your contribution and personal sacrifice, which has allowed Canada to fulfill its humanitarian commitment to assist victims of persecution, human rights violations, and injustice from around the globe. The support from you and your organization has saved lives and ensured that sponsored refugees contribute to the social economic, political and cultural life of Canadian society.”
Through protocols with the Canadian and Quebec governments between 1992 and 2001, refugees from Afghanistan and Kosovo were settled in Canada by FOCUS on behalf of the Ismaili Council for Canada.
Over the last 15 years, more than 10 000 refugees or approximately 2 300 families have been assisted through the resettlement programme.
The resettlement programme has ensured that newly settled families have had access to resources, support assistance and basic needs such as shelter, food, clothing, information, orientations and practical assistance to help them adjust to their new living and work environments, as well as gaining necessary life-skills. The programme has also played an important role in supporting activities and initiatives that enable families and individuals to have access to education, health services, language training, job preparation and placement or additional training and education aimed at upgrading, accreditation and credentials.
Through their own hard work and the support provided by the Ismaili Council for Canada and FOCUS, newly settled members of the Jamat have been able to establish good foundations and achieve success in their lives. Some have even been able to return to Afghanistan to assist its rebuilding, and in strengthening the leadership capacity of the local Jamat.
Focus Humanitarian Assistance is affiliated with the Aga Khan Development Network, a group of institutions working to improve opportunities and living conditions, for people of all faiths and origins, in specific regions of the developing world. Underlying the establishment of FOCUS is a history of successful initiatives to assist people struck by natural and man-made disasters in South and Central Asia, and Africa.

A summer adventure: FOCUS Hike4Life in Kyrgyzstan

“Kyrgyzstan? Where in the world is that?” my friend asked me when I informed him that I would be travelling to Kyrgyzstan, for the summer 2009 FOCUS Hike4Life.

The Kyrgyz Republic is a landlocked country in Central Asia that shares borders with Kazakhstan to the north, Uzbekistan to the west, Tajikistan to the south and China to the east. It is highly mountainous, with some 80 per cent of the country covered by the Tian Shan mountain range, and includes within its borders Lake Issyk-Kul, the second largest mountain lake in the world.

The eight-day hike took us approximately 100 kilometres through the mountains surrounding the lake, before ending along the shore of Issyk-Kul for a relaxing evening of local musical entertainment in Cholpon-Ata

Building Disaster-Resilient Communities in Afghanistan










Focus Humanitarian Assistance (FOCUS) Afghanistan is currently implementing a Community-Based Disaster Risk Reduction (CBDRR) project funded by the United States Agency for International Development (USAID) Office for Foreign Disaster Assistance (OFDA). The CBDRR project seeks to increase awareness and disaster-resilience in highly vulnerable communities by strengthening local capacity to anticipate, prepare for, respond to and recover from natural disasters.

Focus Humanitarian Assistance Receives UN Disaster Reduction Award

Focus Humanitarian Assistance (Pakistan) was selected by the Jury of the 2009 UN Sasakawa Award for Disaster Reduction to receive a Certificate of Merit for enhancing disaster risk reduction. Chairman Amyn Dossa, together with the Executive Officer Ghulam Panjwani, received the award at the Global Platform for Disaster Risk Reduction, 2nd forum, on behalf of Focus Humanitarian Assistance (FOCUS) from Sir John Holmes, the Under Secretary for humanitarian Affairs and Emergency Relief Coordinator.

The United Nations Sasakawa Award for Disaster reduction is one of the three prestigious awards established in 1986 by founding Chairman of the Nippon Foundation, Mr Ryoichi Sasakawa. The Award is managed by the UNISDR secretariat and presented to individuals/institutions that have been selected by independent jury for their outstanding contributions to disaster prevention and vulnerability reduction worldwide.

Focus Humanitarian Assistance (FOCUS) is an international crisis response and disaster risk management agency. It provides emergency relief to communities suffering from natural disasters or man-made crises. FOCUS: Global pandemic preparedness guide



Focus Humanitarian Assistance, an AKDN affiliate, has issued a preparedness guide for a pandemic outbreak of swine flu. The guide answers basic questions and includes several useful links to the websites of international and national health institutions.


What is swine flu?

Swine influenza, or “swine flu”, is a contagious acute respiratory disease of pigs, caused by one of several swine influenza A viruses. People do not normally get swine flu, but cases of human infection with swine influenza A (H1N1) viruses have been reported and confirmed internationally.

Is this swine flu virus contagious?

The swine influenza A (H1N1) virus is contagious and is spreading from human to human. However, at this time, it is not known how easily the virus spreads between people.

This virus is thought to be spreading in the same way that seasonal flu spreads. Flu viruses are spread mainly from person to person through coughing or sneezing of people with influenza. Sometimes people may become infected by touching something with flu viruses on it and then touching their mouth or nose.

Swine influenza viruses are not spread by food.

How can transmission of the flu be avoided?

To protect yourself and others, practice general preventive measures for influenza:

Although wearing a mask is unlikely to be effective in preventing the infection it may limit further spread of the virus.

What are the symptoms of swine flu in people?

The symptoms of swine flu are similar to those of ordinary flu, but may be more severe and cause serious complications. The typical symptoms are:

If you develop severe flu-like symptoms, contact your health care provider immediately, particularly if you have recently travelled to Mexico or another affected area.

If you are sick stay home and avoid contact with other people as much as possible to keep from spreading your illness to others.

What precautions should I take if I am travelling?

People using public transport are being reminded to observe good hygiene. In regard to international travel, please refer to your local transport authority for guidance and recommendations.

What is a pandemic?

A pandemic is a global outbreak of disease. An influenza pandemic occurs when a new virus emerges for which there is little or no immunity in the human population. It begins by causing serious illness and then spreads from person-to-person.

What are the different phases of a pandemic?

The above World Health Organisation (WHO) diagram describes the different pandemic influenza phases. Phases 1 – 3 correlate with preparedness, including capacity development and response planning activities, while Phases 4 – 6 signal the need for response and mitigation efforts.

The WHO has now raised the international alert level to Phase 5 on a six point scale and is urging all countries to intensify preparedness. Phase 5 is characterized by human-to-human spread of the virus into at least two countries in one WHO region. While most countries will not be affected at this stage, the declaration of Phase 5 is a strong signal that a pandemic is imminent. At this stage the time to finalise the organisation, communication, and implementation of the planned mitigation measures is short.

How can I prepare for a pandemic?

Confirm a network of ‘flu-friends’, such as friends and relatives, to help you if you fall ill. Keep all important emergency telephone numbers in a safe place.

Agreements Reduce Natural Disaster Risk in Tajikistan




Dushanbe, Tajikistan, 9 April 2009 - Every year communities in the mountainous regions of Tajikistan are subject to natural hazards such as landslides and debris flows. In an effort to reduce the resulting risk run by those communities, the Embassy of Japan in the Republic of Tajikistan and Focus Humanitarian Assistance (FOCUS) signed an agreement to hydro-insulate a water channel in the district of Roshtqala and rehabilitate a debris flow channel in the district of Ishkashim.

FOCUS will implement these activities in partnership with the Government of Tajikistan and the communities in these districts. The agreement is signed under the auspices of the Japanese Grant Assistance for Grass-root Human Security Projects and is a continuation of the long-standing partnership between the Government of Japan and FOCUS to reduce the risk of communities in Tajikistan to natural hazards.

Since 2001, FOCUS, with the support of the Government of Japan, has implemented a variety of disaster risk reduction projects in the Republic of Tajikistan.

DFID, SDC and FOCUS Sign Agreement to Reduce the Risk of Glacial Lake Outburst Floods on Tajik Communities

With a view to reducing the vulnerability of communities to the risks associated with glacial lake outburst floods in Tajikistan, the United Kingdom’s Department for International Development (DFID), the Swiss Agency for Development and Cooperation (SDC) and Focus Humanitarian Assistance (FOCUS) have signed an agreement to implement the Remote Geo-Hazards Capacity Building and Monitoring Project. The project (US $ 1.47 Million) will be implemented by FOCUS in collaboration with the Government of the Republic of Tajikistan’s Committee of Emergency Situations and Civil Defence, the Hydro-Meteorology Agency and the Head Agency of Geology.

This initiative, supported by the Aga Khan Development Network, is jointly-funded by DFID, SDC, and FOCUS. The project seeks to reduce the risk of communities to glacial lake outburst floods in Tajikistan as well as build the capacity of communities and institutions in Tajikistan to assess and monitor these risks

A changing climate: Exploring the social impact of global warming



On Wednesday, 18 February, guests at the Ismaili Centre Lecture Series in London found themselves captivated by the vibrant panel discussion taking place before them. The “hot” topic was global warming, and its impact on the developing world. The audience quickly discovered it to be an issue that offers no easy answers.

The panel was chaired by Dan Smith of International Alert, a London-based international peace-building organisation. He was joined by Camilla Toulmin of the International Institute for Environment and Development, an independent think-tank, and Lord Adair Turner, Chairman of both the United Kingdom Government's Committee on Climate Change and the country’s independent Financial Services Authority. Dr Salim Sumar, Executive Officer of Focus Humanitarian Assistance (FOCUS) Europe, completed the panel.

We will be travelling to India and cycling the Konkan Coast from Mumbai to Goa. Challenge yourself to bike along a beautiful coastline for 6 days and cover a distance of 550km!

About KonkanThe Konkan is also called the coast of Konkan or Karavali and is a rugged and beautiful stretch of the western coastline of India. Konkan is one of six divisions of the state of Maharashtra. It is included in the territories of Gujarat (partly), Daman and Diu, Maharashtra (partly), Goa and Karnataka (partly). The city of Mumbai is the largest city in the Konkan.

Focus Humanitarian Assistance


Introduction

Founded in 1994 by the Ismaili Muslim community under the guidance of His Highness Prince Karim Aga Khan IV, FOCUS has offices in Europe, North America, South and Central Asia.

FOCUS is affiliated with the Aga Khan Development Network (AKDN), a group of private, non-denominational agencies working to improve living conditions and opportunities for people in specific regions of the developing world. This affiliation enables a smooth transition from disaster assistance to long-term development.

FOCUS also works with numerous like-minded agencies and donor partners, including government, multi-lateral and bi-lateral agencies, as well as corporations that share an interest in helping affected communities reduce their dependence on humanitarian assistance and facilitating the transition to self-reliance. FOCUS’ expertise ranges from providing relief and assistance following landslides, earthquakes, cyclones, floods and disease epidemics. It has also undertaken successful resettlement programmes for displaced families and extended relief and recovery support for communities making the transition to development.

In addition, FOCUS has a over a decade’s expertise in fostering disaster-resilient communities and developing methods and training for disaster risk management - from natural hazard risk assessment to mitigation and preparedness - in some of the world’s most challenging terrain, including the mountains of Afghanistan, Pakistan and Tajikistan and the coastal plains of the Indian subcontinent.

Over the last decade, FOCUS has been working in Afghanistan, East Timor, India, Mozambique, Pakistan, Russia, Tajikistan and Zanzibar.

Some of FOCUS’ recent endeavors include:

  • South Asia Earthquake: Responding to emergency needs, providing shelter, food and medicines to isolated and vulnerable communities affected by the earthquake in both Indian- and Pakistani-administered Kashmir
  • USA - Hurricane Rita and Katrina: Assisting in the relief efforts providing medical aid, clothing and facilitating access to state services
  • Indian Ocean Tsunami: Providing relief and recovery programmes to communities affected by the 2004 tsunami in Andhra Pradesh, India
  • Afghanistan: Providing emergency relief in transit camps and, later, assisting returnees from Pakistan secure shelter and means of earning a livelihood
  • Tajikistan: Undertaking detailed hazard vulnerability assessments and natural hazard mitigation projects
  • Pakistan: Establishing Community Emergency Response Teams, training volunteers in disaster risk management and establishing community stockpiles
  • Afghanistan: Delivering food aid programmes in Afghanistan which combined food aid with the rehabilitation of schools, infrastructure and healthclinics
  • Madagascar: Providing assistance to communities when it was hit by a severe cyclone
  • Mozambique: Delivering emergency humanitarian aid following severe flooding to over 30,000 refugees by supplying food, medicines, boats and essential commodities

Civic participation and institutional expertise assist villages in Tajikistan to prepare for natural disaster

“I know that my family and I are living in one of the most hazardous villages in the Bartang valley — mudflows occur here very often,” says 20-year-old Shabnam. She lives in the village of Shudjand, located at the entrance of the Bartang Valley in Rushan district, within Tajikistan’s mountainous Gorno-Badakhshan province.
Thousands of families living in Tajikistan experience earthquakes and other hazards throughout the year that impact their lives and livelihoods. Avalanches, mudslides and flooding frequently cut off transport links and disrupt communication lines, leaving communities stranded and unable to access emergency assistance.

PAKISTAN

Helping affected families of Cyclone Yemyn in Keti Bunder

Cyclone Yemyn hit Pakistan’s coastal areas of Sindh and Balochistan bringing incessant rain, winds and flooding and resulted in considerable loss of lives. Over half a million people were also affected. FOCUS Pakistan and Aga Khan Planning and Building Services (AKPBS) jointly conducted an immediate needs assessment, providing help in the form of food and non food relief items as well as temporary shelter to approximately 2,400 people. The District Nazim (mayor) of Thatta lauded the efforts of FOCUS and AKPBS and committed his support to relief programmes, including building additional homes and the rapid restoration of water supplies and electricity in the area. Both FOCUS and AKPBS will assist rehabilitation efforts by continuing to provide emergency food packages, building materials and specialised assistance respectively.

Sonoghore village in Pakistan’s North Western district of Chitral, was hit by a glacier break resulting in mud-flow which destroyed houses, fields and livestock. All three thousand people were saved due the timely actions of FOCUS-trained community volunteers. Under FOCUS’ hazard preparation programmes, the local team - including FOCUS’ regional Search and Rescue team - along with community members had previously established an evacuation route to ensure communities reached a safe location. In collaboration with local government, FOCUS provided food, kitchen items, tents, and blankets to families and is currently undertaking a detailed area risk assessment to help reduce future risk.

FOCUS and Oxfam Collaborate in Disaster Reduction Activities and Provides Expertise to Mission East and Oxfam
FOCUS and Oxfam Great Britain (Oxfam) have signed an agreement to collaborate under the their respective DIPECHO 2007-2008 grants to share geographic information system (GIS) services. Harnessing its own expertise in the Gorno Badakhshan region, FOCUS will assist Oxfam’s disaster risk reduction activities in eastern Khatlon. In addition, FOCUS conducted training on geographic information system (GIS) theory and field application including the use of GPS to Mission East and Oxfam staff to further their respective DIPECHO activities.

Okmamad Debris Flow
The village of Okmamad, in Badakhshan, is faced with the constant threat of mudslides and rockfall from mudflows brought on by rain or melting snow. FOCUS targeted this vulnerable village for intervention under the second phase of the “Fostering Disaster Resilient Communities in Isolated Mountain Environments” project, funded by the European Union’s DIPECHO programme. FOCUS geologists, social mobilizers and engineers conducted a comprehensive risk assessment and built a channel to retain debris. A test of the community’s resilience came in late June, when community members heard the rumble of a debris flow. They reinforced the sides of the channel so that debris would remain in the channel thereby preventing a potential disaster. Ayombek Pallaev, a member of the community’s disaster response team, noted that FOCUS made the community members feel that “[somebody] is taking care of us, and we are not alone.”

Heavy rains triggered a severe mudflow in the village of Shikev in the Darwaz District of Badakhshan in late July. As a result, a car bridge on the Khorog-Dushanbe road was shifted by almost a meter off its original position and several homes were destroyed. A joint assessment by the Government and Committee of Emergency Situations (CoES) of Badakhshan and FOCUS resulted in affected households being temporarily relocated with neighbours. FOCUS, in coordination with the Government and CoES, initiated relief efforts by providing food, tents and other emergency supplies to families. The FOCUS team also recommended the reconstruction of the damaged water channel to support the rehabilitation of 200 hectares of impacted arable land.

DIPECHO Team Trains Youth to Become Community Assets
August 2007 saw the completion of twenty-two disaster awareness training sessions for young individuals conducted throughout Badakhshan. FOCUS’ DIPECHO team held invigorating workshops for youth participants on disaster awareness and preparedness, presenting modules on natural disasters most prevalent in Badakhshan and conducting interactive question-answer sessions to review knowledge. An important objective of the camp was to ensure that youth were able to pass critical learning on to their families and communities. The 2007 DIPECHO training sessions will reach over 1,500 children and many more family and community members.



USA

Internship Programme 2007

Four interns from across the USA were selected to participate in the annual Internship Programme under the auspices of FOCUS USA and the Aga Khan Youth and Sports Board for USA. During the eight week programme, interns assisted in FOCUS programming at the Tajikistan field offices. They also took the unique opportunity to enrich their understanding of the cultures and lifestyle of communities in Tajikistan.

Heavy monsoon rains pounded the State of Gujarat in India in July, claiming at least 14 lives and displacing over 40,000 people. Following a flood alert and a call to the army for rescue operations, FOCUS assisted the local community in relocating families to the city of Jamnagar and provided immediate relief supplies. According to local reports, the torrential downpours disrupted road, railway traffic and power supply in over 2,100 villages. The farming communities of Kodiyar nagar, Jivapar and Dodhiya suffered severe economic losses as top soil on their agricultural land had eroded and homes were flooded up to four feet. The village of Chogut near Bhavnagar was totally submerged and villagers had to take refuge on rooftops with more permanent structures due to the collapse of existing mud houses. The residents of Chogut were eventually brought to safety by community volunteers from Bhavnagar who were assisted by local government authorities. Every year, communities all over Gujarat incur economic losses due to damage to property or livelihoods. Aga Khan Development Network agencies such as Aga Khan Health Services, Aga Khan Planning and Building Services and Focus Humanitarian Assistance offered immediate assistance to the affected communities. A collaborative detailed assessment is currently being conducted to provide relief and longer-term resilience measures.
